If we set a property in the Custom Properties, it should overwrite value from other part of GUI

    Description

      If we enter the com.sun.identity.agents.config.login.url using the GUI as shown in attached image and then enter it using custom properties then we find that the value in the GUI is used.

      It is likely that someone who enters it as a custom property would expect it to be used.

      Note that there is a problem in that if we change this it may affect existing customers configuration and agent behaviour could change.

      Steps to recreate

      1) Set up OpenAM 5.5.0 with ta web policy agent (5.0.1)

      2) Add the following elements to the Custom Properties

      org.forgerock.openam.agents.config.allow.custom.login=true
      com.sun.identity.agents.config.login.url[0]=http://openam.awstest.com:8081/UI/simplelogin.html

      3) For the openAM Login URL (also com.sun.identity.agents.config.login.url) have the following value set
      (http://ed-am2.test.forgerock.com:18081/openam/UI/Login)

      4) attempt to access a page protected by the agent

      Expected behaviour

      Expect to be redirected to "http://openam.awstest.com:8080/UI/simplelogin.html?goto.........

      Actual behaviour
      ________________
      Redirected to http://ed-am2.test.forgerock.com:18081/openam
