WPA4/3.x does not support policy.evaluation.application config property

This issue only happens for local Agent Configuration Repository

com.sun.identity.agents.config.repository.location = local

When testing with the following setting

org.forgerock.openam.agents.config.policy.evaluation.application = XXX

Instead of evaluating with policy or application XXX

it is always evaluated with the default policy "iPlanetAMWebAgentService" instead
