Can not access allowed site with agent using http

      Reproduction steps

      Use AM 6.5.1
      Apache Agent Apache24 64bit

      Set up

      1) Set up an OpenAM in usual way (using non https) in this case http://ed-am1.test.forgerock.com:18081

      2) Set up an Agent in the normal way in this case http://ed-agent1.test.forgerock.com:80

      3) Add a web-agent

      Agent ID : web-agent
      Agent URL : http://ed-agent1.test.forgerock.com:80
      Server URL : http://ed-am1.test.forgerock.com:18081

      4) Set up a basic policy

      e.g.

      resources *://*.*/*
      POST: Allowed
      GET: Allowed
      PUT: Allowed
      

      Subjects: AuthenticatedUsers

      5) Start Apache Agent

      6) Using a browser attempt to access page http://ed-agent1.test.forgerock.com:80

      7) Get redirected to AM for username and password

      8) Enter username and password

      Expected Result

      Access to page

      Actual Result

      We get caught in a loop and then get Forbidden access

      1) This test works with Agent 5.6.1.1 but fails with Master
      2) It is thought that this is something to with using http rather than https since our functional tests do not fail.
      3) In AM console, cookie security com.sun.identity.agents.config.cookie.secure is set to off by default.
      4) This is causing Pyforge Tests to fail (After 24th September)
      5) This is also likely to affect latest sustaining agent
