JASPA: Introduce HTTP connection pooling by switching to the use of the CHF HttpClientHandler

      Description

      Speed up the Agent by using HTTP connection pooling.  The shortest path to victory here would seem to be to use the CHF class HttpClientHandler.  The Agent already includes CHF classes in order to support the "crest" monitoring option, so hopefully this won't involve pulling in too much extra from the ForgeRock universe.
