Remove empty "Password reset options" page

      Description

      After Fix for OPENAM-9439 "Password reset options" page (Realm->Subjects->user->General tab->Password reset options) is now empty as it contained only the "Force Change Password On Next Login" option. If this option is not returned in the future I suggest removing this page entirely.
