RFE: Include goto URL in verification email sent during User Registration / Forgot Password flow

      Description

      As a result of OPENAM-8998 the goto URL is now appended during client side user self-service. However if email verification is configured, for example for User Registration or Forgot Password, then the goto is not retained in that scenario. In this case after a new user is registered then the user is sent to their profile page (auto-login selected for 'Destination After Successful Self-Registration' in the USS configuration). This appears to be the expected behaviour at this point as noted in the final comments in OPENAM-8998.

      RFE: that the goto should be retained throughout the user registration and forgot password flows, including email verification.

      For reference, on current 14 snapshot:

      1). Enable USS, email etc to allow self registration.
      2). Access OpenAM using the following request (note the goto):

      http://openam.example.com:8080/OpenAM-14.0.0/XUI/#login/&realm=%2F&goto=http://forgerock.com
      

      Note that on the Register Your Account page that the 'Return to Login Page' link that's present on the page now includes the goto URL - this was not the case in 13.5, for example:

      3). Test entering the email address to send the registration email. The link that is in the email is of the following format:

      http://openam.example.com:8080/OpenAM-14.0.0/XUI/?realm=/#register/&token=eyJ0e...&code=d8653692-d460-4d0d-af2b-bafec4f31ceb

      4). Register the new user and note that the user's profile page is displayed rather than a redirect to the goto.
