Ops is always created, even if the option "Store Ops Tokens" is disabled.

      Bug description

      The "Store Ops Tokens" is not read. Instead, OpenAM considered that the Ops option is enable all the time.
      Therefore, you can't disable the Ops feature.

      How to reproduce the issue

      1. Disable "Store Ops Tokens" in the service provider.
      2. generate an id token via the authorization code grand flow
      Expected behaviour

      The id token should not have the ops claim in it. It also mean that no Ops CTS token is stored.

      Current behaviour

      It's acting like "Store Ops Tokens" is enable. You will get an ops claim in the id token and the ops token will be stored in the CTS

      Work around

      There is none.
