      13.5.1 ssoadm import-svc-cfg fails with " An registered exception occurred." error exception

      How to reproduce the issue

      install an OOTB 13.5.1 and install the 13.5.1 ssoadm tool

      1. Export the configuration using the following command :
      ssoadm export-svc-cfg -u amadmin -f ~/pass.txt -e 1234 -o output.xml
      1. Import the configuration using the following command :
      ssoadm import-svc-cfg -v -u amadmin -f ~/pass.txt -e 1234 -X output.xml
      Expected behaviour
      The import-svc-cfg command should work as documented 
      
      Current behaviour
      The following error was encountered
