I can create new user with uid=testuser* after upgrade from 13.0.0

      Bug description

      Invalid characters can be used in username, after upgrade from 13.0.0 to 5.5.2. Test com.forgerock.openam.functionaltest.restcommon.user.TestRESTCommonPost.TestRESTCommonPost testPostUserInvalidChracters fails.

      How to reproduce the issue

      1. install OpenAM 13.0.0
      2. upgrade to AM 5.5.2-RC2
      3. create user using REST API with * in uid, for example by running added .sh script or by running temper test com.forgerock.openam.functionaltest.restcommon.user.TestRESTCommonPost.TestRESTCommonPost testPostUserInvalidChracters
      Expected behaviour
      User is not created and there is error message
      
      Current behaviour
      User is created
