      Bug description

      The recent release of AM 6.5 is downloadable through package AM-6.5.0.zip. This file is supposed to include the tools listed in https://backstage.forgerock.com/docs/am/6.5/install-guide/#download-openam-software and includes Config-Upgrader-6.5.0.zip

      This file is missing. 

      How to reproduce the issue

      Download AM Zip file from Backstage

      https://backstage.forgerock.com/get/familyId:am/productId:am/minorVersion:6.5/version:6.5.0/releaseType:full/distribution:zip

      Extract file

      Expected

      Config-Upgrader-6.5.0.zip is included

      Actual

      Config-Upgrader-6.5.0.zip is not included
