Secret stores are not created during a multi-server upgrade

      Description

      Bug description

      When upgrading to AM 6.5 in a multiserver deployment, secret stores are created on the first server to be upgraded. For subsequent servers, the upgrade process is not initiated and the stores are not created.

      This is inconsistent with the release note:

      After an upgrade to AM 6.5, the following secret stores are deployed and configured for you:
      _- default-_keystore
      - default-password-store

       

      How to reproduce the issue

      1. Install AM 6.0.x
      2. Add a second server  to the deployment
      3. Upgrade the first server
      4. Replace war on the second server
      Expected behaviour
      Either the upgrade process should create the secret stores
      or the manual steps to create then should be doucmented.
      Current behaviour
      Functionality dependant on the secret stores will not work on the second server after the upgrade.

      Work around

      Create the stores vi manual steps.
