      Bug description

      The following is seen when OPENAM-14465 is performed.

      Work around

      There seems not much issue.

      Code analysis

      The resource bundle property files are upper case "U" for the initial name
      So it is "UnableToCreateArtifactResponse" but the code is doing lowercase
      Changing the code and the saml2error.jsp instuction should solve this
