      Bug description

      Accessing AM_DEPLOYMENT_URI/console leads to a page showing "Forbidden You are not authorized to view this page." after successful authentication.

      How to reproduce the issue

      1. Configure AM using amster (e.g. install-openam --adminPwd SOME_PASSWORD --acceptLicense --cfgDir /var/AM-Deployments/amMaster --serverUrl http://amMaster.test.xyz:8080/am
      2. Request AM_DEPLOYMENT_URI/console (http://amMaster.test.xyz:8080/am/console)
      3. Authenticate as 'amadmin'
      Expected behaviour
      If the page really does not exist the error message should not be misleading.
      
      Current behaviour
      Page with text "Forbidden You are not authorized to view this page." is shown.
