      Bug description

      accessing the new admin console URI without prio authentication does not trigger administrative authentication for the given realm

      How to reproduce the issue

      1. Configure AM using amster (e.g. install-openam --adminPwd SOME_PASSWORD --acceptLicense --cfgDir /var/AM-Deployments/amMaster --serverUrl http://amMaster.test.xyz:8080/am
      2. Request AM_DEPLOYMENT_URI/ui-admin (http://amMaster.test.xyz:8080/am/ui-admin)
      Expected behaviour
      administrative authentication for the realm should be triggered
      
      Current behaviour
      Browser requests http://ammaster.test.xyz:8080/am/XUI/?goto=%2Fam%2Fui-admin%2F#login
      
      This is regular realm-based authentication
      

      Work around

      Perform administrative authentication for the realm prior to access AM_DEPLOYMENT_URI/ui-admin/
