      Bug description

      Unable to setup AM with an external datastore in FBC mode

      How to reproduce the issue

      Setup DS
      Configure AM to use the external DS as a config & user store
      (I am happy to provide more detailed steps if required.)

      Expected behaviour
      • AM is configured in FBC mode with the external datastore
      Current behaviour

      Error

      Unable to create policy AllUserReadableServices1 in organization o=sunamhiddenrealmdelegationservicepermissions,ou=services,dc=openam,dc=forgerock,dc=org. sunAMDelegationService application not found in realm. sunAMDelegationService application not found in realm., refer to install.log under /Users/aczv/openam for more information.

      Following the same steps for non-FBC mode results in a successful configuration.
