An admin cannot DELETE 2fa devices owned by users

      Description

      The 2FA endpoints are protected by a filter - the Specific2FaModuleAuthenticatedAuthzModule - which ensures a user is authenticated using the type of device they want to remove (e.g. must be authenticated using an OATH device to delete their registered OATH devices). This filter should allow a super user (admin) the rights to perform action on these resources, however it currently does not.

      The change to resolve this is simple - the filter should check if the request is coming from an admin and allow it if it is.
