When no session exists logout page redirects to login

      Description

      When logging out using the XUI, if there is no existing session, the end user is redirected to the login page.

      Reproduction steps:

      1. Install AM 6.5.3 or later.
      2. Login as user demo, e.g. https://openam.amtest2.com:8443/access
      3. From the user profile page, copy the logout link.
      4. Perform a logout. Note that the user is navigated to the logged out page.
      5. Using the copied link, repeat the logout.

      Expected behaviour

      The user remains on the logged out page. This is consistent with AM 6.0.x.x behaviour.

      Current behaviour

      The user is redirected to the login page and an error message is displayed (Access denied if on a version that does not include OPENAM-15278 fix, or a message indicating that there is no session if that is included).
