      Description

When I set 127.0.0.1 (or 127.0.1.*, or any address from loopback) in the Not Enforced IP Processing and access to a protected page, I got 500. When I delete 127.0.0.1 from Not Enforced IP, agent still responses 500.

      Steps to reproduce:
      1.) set com.sun.identity.agents.config.notenforced.ip=127.0.0.1
2.) Access to a protected page
