Policy editor lets you create a policy (with "?" in the name) that you cannot edit

Using the policy editor, I create a policy named

Fred?

Then I select the policy to edit it and get a "Not Found" error. (However, I am able to delete it.)

The policy editor should not let me create a policy that I cannot edit.
