      Description

      REST PUT - realm is created without providing "If-None-Match: *" in a request

      STEP TO REPRODUCE:
      1. Try to create a realm without header "If-None-Match: *"

      curl --request PUT --header "iPlanetDirectoryPro: <ADMIN TOKEN>" --header "Content-Type: application/json" --data '{ }' "http://centos6-64.example.com:8080/openam/json/realms/testRealm?_prettyPrint=true"
      

      Observed result:
