ssoadm batch: create-auth-instance fails if run after update-auth-cfg-entr

      Description

      If using ssoadm batch mode, create-auth-instance will fail with Invalid parameters if run after update-auth-cfg-entr, create-svc and register-auth-module.

      For example:
      update-auth-cfg-entr -e / -m ldapService -a LDAP|REQUIRED
      create-svc -X amAuthSampleAuth.xml
      register-auth-module -a org.forgerock.openam.examples.SampleAuth
      create-auth-instance -e / -m SampleAuthInst -t SampleAuth

      There is no error if any of these are true:
      Update-auth-cfg-entr is removed from the batch file.
      Create-svc and register-auth-module are removed from the batch file.
      The commands are run in non-batch mode.
      The commands are split into different batch files.
