      Description

      After fixing OPENAM-5786, the resource can now be registered, but on sharing the resource in the resulting policy uri, an error occurs on saving.

      This is caused by the policy engine's ResourceType now restricting a Policy's actions to those that are registered.

      In UMA, the actions are not known at the point of Application creation, so need to decide what to do with ResourceTypes in UMA. The policy engine now requires at least one ResourceType to be registered against the Application, but I am not sure we want to register all actions for all future registered resources on there.
