      Description

      When using the `ssoadm create-agent ...` command to create an agent with the following settings included:

      # this doesn't appear to be working?!?
com.sun.identity.agents.config.filter.mode=J2EE_POLICY
com.sun.identity.agents.config.filter.mode[auth-test]=J2EE_POLICY

      What I find in the console UI afterwards is that the global setting is missing and only the application-specific setting is properly set.
