WPA 4: agentadmin is broken for apache on windows

      Description

      It is not possible to use agentadmin.exe for apache on windows, if I provide some arguments after agentadmin.exe (e.g: agentadmin.exe --v) I am getting error:
      "OpenAM Web Agent has stopped working"

      If I use agentadmin.exe without argumets I am getting the expected result (list of options).

      Tested on win2008 and win2012.
