J2EE Agent logs 'The user does not have permission to perform the operation' errors during bootstrap

      Description

      Although it works normally, at startup time the J2EE Agent's debug.log contains multiple amSMS errors, such as:

      amSMS:03/11/2016 04:07:45:200 PM GMT: Thread[main,5,main]
      ERROR: ServiceManager::unable to check if Realm is enabled:
      Message:The user does not have permission to perform the operation.
      

      and

      amSMS:03/11/2016 04:07:45:202 PM GMT: Thread[main,5,main]
      ERROR: ServiceManager::isRealmEnabled unable to initialize
      Message:The user does not have permission to perform the operation.
      

      Steps to reproduce:

      1. Install OpenAM 13.0.0
      2. Create a J2EE agent in the root profile realm with default settings
      3. Install and configure J2EE 3.5.0 on Tomcat 7
