Unable to import entity into non-root realm

when importing metadata as an entity into the federation page cannot add to a non-root realm.

Reproduction Steps:
1. Create a sub realm.
2. Configure an idp and sp on two separate machines.
3. On third machine using ssoadm.jsp create-metadata-templ, and save to files.
4. On the third machine import entity, be sure to select sub realm, hit import.

Should create entity in sub realm, creates it in root realm.
