In the OpenAM XUI, create a policy with a name like:
"Deny access to everyone to anything in /foo/a"
This policy then cannot be edited (blank page results) and it cannot be deleted (nothing, apparently happens). I guess the policy itself can do anything it wants, since I haven't been able to edit it as yet.
