'offline' configuration of OpenAM when external configuration store is used

      Description

      it would be nice that OpenAM could be configured in an 'offline' way, without the need of a running OpenAM web-application as it was possible with Sun Java System Access Manager.

      Of course this would only be possible when an external configuration store is used. Nevertheless this would be quite nice especially in elastic deployments.

      At the moment the 'first OpenAM instance' must be up and running before adding more instances. Currently this requires some kind of synchronisation e.g. in dockerized environments.
