VLV rebuildTask needs improvement

      Description

      If one creates a VLV index and schedules a task to rebuild it, in contrast to the documentation the index gets left in degraded state.

      Scheduling a 2nd task rebuildTask for rebuilddegraded fixes the problem, however, the task output is still misleading:
