index should be mark as degraded when its configuration has changed

      Description

      Found using OpenDJ-3.0.0 (revision 12239).

      Scenario:
      ************

      • configure a server
      • change the configuration of an index with substring type, for instance change 'substring-length' property of index 'telephonenumber'
        $ opendj/bin/dsconfig -h localhost -p 4444 -D "cn=myself" -w password -X set-local-db-index-prop --backend-name indexesRoot --index-name telephoneNumber --set substring-length:10 -n
        
      • now check that the index is mark as degraded
        $ opendj/bin/stop-ds
        $ opendj/bin/verify-index -b dc=example,dc=com
