Setting up localization with -Duser.language=... doesn't work anymore

      Description

      I added -Duser.language=fr -Duser.country=FR to multiple lines in DJ 3.0 java.properties (dsconfig, control-panel, start-ds), then ran dsjavaproperties and restarted DJ. However, all I can see is english text everywhere. Am I missing something ?

      BTW, overwrite-env-java-args is set to true (but setting it to false, running dsjavaproperties and restarting DJ does not change anything ..)
