      Description

      Found with OpenDJ 4.0.0 rev dbd177b18e53f486aeef896dc03911ee5ac72362

      We install an open dj server and set it up.
      We query the ds-cfg-allow-start-tls:

      ${INSTANCE7}/opendj/bin/ldapsearch -h localhost -p 1396 -D "cn=DM" -w secret12 -T -b "cn=LDAP Connection Handler,cn=Connection Handlers,cn=config"  "(objectclass=*)" ds-cfg-allow-start-tls
      ds-cfg-allow-start-tls: false
      

      We set up another server and enable start-TLS.
      we query the ds-cfg-allow-start-tls:

      ${INSTANCE8}/opendj/bin/ldapsearch -h localhost -p 1397 -D "cn=DM" -w secret12 -T -b "cn=LDAP Connection Handler,cn=Connection Handlers,cn=config"  "(objectclass=*)" ds-cfg-allow-start-tls
      ds-cfg-allow-start-tls: TRUE
      

      Case is not consistent for the value of ds-cfg-allow-start-tls.
