Last Login time should be a UTC time, at least when the attribute has a GeneralizedTime syntax.

      Description

      The last login time feature is made of an attribute to keep track of the last time a user authenticated, and a format string for the time representation.
      We have a default attribute that has a string syntax.
      But if one choose a GeneralizedTime syntax attribute, and provide a string format that matches the syntax (such as "yyyyMMddHH'Z'") the time is still expressed within the local time zone (we can see an offset compared to the last modifiy time stamp).

      When the attribute has a generalizedTime syntax, we should compute the last login time as UTC time.
