Missing version fallback feature for profiles

      Description

      The issue is that version fallback feature is not part of 6.5.1-SNAPSHOT rev. 7b35d40d5e1. Due to this a customer can't just use a profile name like:

      ./setup directory-server -h pyforge.example.com -p 1391 -D "cn=Directory Manager" -w password --adminConnectorPort 4446 -Z 1638   -O --profile am-cts --set am-cts/amCtsAdminPassword:NotSoSecretPassword --monitorUserDn uid=Monitor --monitorUserPassword password

      This fails with warn:

      Setup profile 'am-cts' cannot be found. Available setup profiles:
      'am-config:6.5.0', 'am-cts:6.5.0', 'am-identity-store:6.5.0',
      'ds-evaluation:6.5.0', 'idm-repo:6.5.0'

      Because the default version is current product version (6.5.1) and this profile doesn't exist. 

      The workaround is to specify also the version:

      ./setup directory-server -h pyforge.example.com -p 1391 -D "cn=Directory Manager" -w password --adminConnectorPort 4446 -Z 1638   -O --profile am-cts:6.5.0 --set am-cts/amCtsAdminPassword:NotSoSecretPassword --monitorUserDn uid=Monitor --monitorUserPassword password

      In my opinion this is not user friendly behavior and user can be confused why he should add 6.5.0 version while he is using 6.5.1.

      Note:
      This is not an issue in 7.0.0, because new version contains version fallback feature.
