Implement a component restart subcommand for dsconfig

At present, when you need to restart a component using dsconfig, you need to disable the component and enable it again using the set-component-prop subcommand twice. It would be nicer if:

• dsconfig had restart-component subcommands.
• dsconfig in interactive mode would offer to restart components as necessary on behalf of the administrator.
