Allow shared JE cache size to be tunable

      Description

      The shared JE cache can currently be enabled or disabled. When it is enabled, it grows to 75% of the old gen. (Actually to (e/π)² of the maximum old gen size, which is about 74.8%)

      This seems to work OK for reasonable sized JVMs, but with smaller ones (e.g. 2GB) this may be too aggressive and not leave enough room in the old gen for the server to be able to do useful work. With much larger JVMs it may also be too small and leave wasted space in the old gen.

      Consider adding a global advanced property to adjust the shared JE cache size.
