backendstat rejects non-JE backends saying that they do not exist

      Description

      When using backendstat with a non-JE backend, it stops with the following error:

      None of the Directory Server backends are configured with the requested backend ID <backend ID>
      

      This error is misleading and should say instead:

      none of the Directory Server JE backends are configured with the requested backend ID <backend ID>
      

      How to reproduce:

      $ ./dsconfig list-backends --offline
      
      
      Backend     : Type : enabled : base-dn              : confidentiality-enabled
      ------------:------:---------:----------------------:------------------------
      adminRoot   : ldif : false   : cn=admin data        : -
      monitorUser : ldif : true    : cn=Monitor Manager   : -
      rootUser    : ldif : true    : cn=Directory Manager : -
      userData    : je   : true    : "dc=example,dc=com"  : false
      
      $ ./backendstat list-raw-dbs --backendId rootUser
      None of the Directory Server backends are configured with the requested
      backend ID rootUser
