Make the *rate tools output errors on exit

    Description

      I wonder if the rate tools could output more information about the errors they encountered during the run.
      Example with a modrate run during the functional test run:

      Ideas:

      • Deduplicate errors when they are the same
      • Show a summary of the errors and their numbers, or show a distribution
      • Limit the number of different errors shown to an overwhelming output
