dsjavaproperties write the set-java-home file under instance/lib directory, which may be read-only

      Description

      The dsjavaproperties tool parses the config/java.properties file and generate a set-java-home file that is loaded by all tools.
      The file is written in the instance/lib directory (which most of the time is the same as install/lib directory). However, depending on the packaging, the lib directory may be read-only.
      It would be better if the file is stored under config/
