Less throughput with CRUD on managed users with manager then CRUD on managed users with roles

      Description

      For CRUD on managed users with simple roles, we can do dispatch rate 200 users/second over 900 seconds for each operation with good response times, however, for CRUD on managed users with manager, we can only do dispatch rate 100 users/second over 900 seconds period for each operation. With dispatch rate 120 users/second, update requests with PUT would timeout. We should check to see why the update users with manager doesn't perform as well as update managed users with roles.
      Collected some test data running a test, create managed users with manager using PUT followed by update the managed users's phone number using PUT.
      Jstack trace showed many threads are blocked when the timeout occurred.

      Also checked 5.5.0, we can do at least 150 users/second over 900 for each CRUD on managed users with manager operation
