The UI should not allow assignment creations from a target system -> managed/object

      Description

      The current UI allows an admin to create an assignment for a mapping that is from a target system, such as ldap, csv, etc to a managed object. This is inconsistent with the design of managed/assignment mechanism which was intended to be a feature that would allow attribute provisioning to a target system from managed/IDM.
