Document change to router.json to enable Delegated Admin Filter

      Description

      As part of OPENIDM-10753 and OPENIDM-10715, we have added a flag to router.json. In order for customers to use the delegated admin features, they will need to make add this filter to router.json

      This enables the delegated admin filter which is used to evaluate privileges that are part of a user's role and determine whether they have access to the request they are attempting to make. 
      If a matching privilege is not found, this filter will default to the rules specified as part of  the "onRequest" script (which in our case will be router-authz.js and access.js).

      This filter still supports the usage of the "onResponse" and "onFailure" scripts. the "onFailure" script will only be called if both the filter and "onRequest" scripts fail. The "onResponse" script will be called after the filter succeeds or after the "onRequest" script succeeds. 
      The "onRequest", "onResponse", "onFailure" scripts are not required for a specified filter to work.
