Verify queryId and queryFilter discussions are still accurate

As part of OPENIDM-13657, a number of previous queryIds have been made internal, and use cases where previously we might use query-all-ids or similar are now a queryFilter=true. Given these changes, we should re-examine our queryId and queryFilter usages and explanations to make sure they're still accurate (queryId still exists, but we're moving queryId behavior that we expect to always be there out of a user-editable location).
