Duplicates of the same workflow process show within the end user UI

After modifying a workflow definition, duplicates of the definition appear in the End User UI.

To reproduce:

• IDM 6.5.0 (or 7.0.0) using samples/provisioning-with-workflow
• Follow the samples guide - https://backstage.forgerock.com/docs/idm/6.5/samples-guide/#chap-provisioning-with-workflow
• Stop IDM
• Unzip the workflow .bar file to make a basic change (e.g. add an extra line)
• Rezip the change in to a new workflow .bar file
• Start IDM
• Log in to the IDM End User UI (user1 // Welcome1)
• View the process list to see the duplicates

Expected behaviour:
Only the latest process definition should be shown
