Handle role temporal constraints with relationship notifications

Currently, role edge temporal constraints are handled via relationship notifications, whereas temporal constraints directly on roles are handled via the postOperations-roles.js and onSync-roles.js scripts, which use the old triggerSyncCheck mechanism.

Temporal constraints on roles should be handled by the relationship signaling mechanism.

The unification of these idioms is possibly a first step towards not requiring the calculation of effectiveRoles and effectiveAssignments on every managed user read.
