Page and sort results in the 'Change User Association' modal window in IC

When you do a query like '@forgerock` and all records (10k) have that as part of their email the UI does not respond. Instead what we should do is page the items, 200 at a time.

The default is 2,000; the minimum is 200, and the maximum is 2,000. for paging in Salesforce.

Also add sortKey of Name, Alias so that there is some sense of organization.
