Privileges do not support IN clause in query filters

      Description

      IDM 7 introduced the IN clause for query filters, however it is not recognised when such a query filter is used in privileges.

      To reproduce:

      • Query managed users with a filter like userName in '["user1"]' - this will return the expected matches.
      • Use the same query filter in a privilege - like "filter": "userName in '[\"user1\"]'" 
        Result: the privilege does not take effect.
