IDM should not transform queryId to queryFilters for external/migration

      Description

      Currently if you make a request like ```https://localhost:9443/openidm/external/migration/managed/PermissionSet?_queryId=query-all&fields=/_id``` IDM 7.0 will transform the query-all to _queryFilter=true which not all external systems will support. Identity Connect depends on this to migrate IC 2.1 instances to IC 7.x.
