Commit 89c42d30cd2(from OPENIDM-16041) caused about 5% throughput drop for managed users read with DA tests

      Description

      See about 5% throughput drop in managed users read with delegated admin test caused by commit 89c42d30cd2, right before this commit with 61db382b31, Gatling simulation for Read test has output like:

      The throughput dropped from 1583 users/second to 1497 users/second, it's about 5%. The drop is seen on all repos(MySQL/Postgres/External DJ)

      attached are the trend charts for the tests using different repos, we can see the drop around Feb 8.
