REST command to reset database failed in sample3

      Description

      Followed openidm 3.1.0 installation guide http://openidm.forgerock.org/doc/webhelp/install-guide/setup-sample3.html
      to run sample3.
      the step using rest command to reset hrdb failed

      The database is still populated with new data though, it's just that the table has name users instead of Users.
